清华大学无障碍发展研究院院长邵磊认为，无障碍设施建设不规范、动线不畅通、管理不到位，表面上是某个“点位”的问题，实则是无障碍环境和服务系统性不足。“在现实中，无论是公共还是私人领域，我们会经常遇到责任主体不明确甚至互相推诿、协调权能不够，或者缺乏资金等状况，导致无障碍系统出现漏洞。”邵磊说。
